Parliamentary questions raised by Mr Louis Ng on 7, 8 and 9 November 2022
Mr Louis Ng Kok Kwang: To ask the Minister for National Development with respect to the seizure of rhinoceros horns at Changi Airport on 4 October 2022, whether NParks will work with the Commercial Affairs Department and the Monetary Authority of Singapore to investigate specifically (i) the financial trails linked to the illegally-traded rhinoceros horns and (ii) any links between wildlife trafficking syndicates and individuals in Singapore.
Mr Louis Ng Kok Kwang: To ask the Minister for National Development (a) how long will the Ministry take to complete its review of pet cat ownership in HDB flats following the end of the public consultation; and (b) what are the key factors which the Ministry will consider in this review.
Mr Louis Ng Kok Kwang: To ask the Minister for Health (a) whether nurses are required as part of their job scopes to provide services beyond medical care to patients; (b) if so, what training is provided to nurses to do so; and (c) whether nurses are appraised based on the quality of such non-medical care services provided.
Mr Louis Ng Kok Kwang: To ask the Minister for National Development (a) in 2021, how many single unwed parents have applied to purchase a HDB flat from HDB; (b) how many of such applications have been rejected; and (c) what are the reasons for the rejections.
Mr Louis Ng Kok Kwang: To ask the Minister for National Development (a) whether an update can be provided on the review of the penalties for animal cruelty and abuse offences under the Animals and Birds Act; and (b) when will the review be completed.
Mr Louis Ng Kok Kwang: To ask the Minister for Manpower (a) how will the Ministry enforce the requirement that employers are required to provide a rest period of at least 30 minutes to workers designated to drive their colleagues when such workers have been working onsite for at least six hours; (b) what are the penalties for employers who fail to provide such rest; and (c) what constitutes a rest period.
Mr Louis Ng Kok Kwang: To ask the Minister for Education (a) for each year in the past three years, what percentage of students in the Uplifting Pupils in Life and Inspiring Families Taskforce programme are streamed into (i) Normal (Technical) (ii) Normal (Academic) and (iii) Express standards following their PSLE; and (b) if this data is not available, whether the Ministry intends to collect it.
Mr Louis Ng Kok Kwang: To ask the Minister for Health (a) whether the Ministry will consider making permanent the role of Care Ambassadors in our healthcare institutions that is previously filled by aviation crew from the Singapore Airlines Group; (b) whether the 900 or so vacancies left by the departure of these crew members has been filled and, if so, how has the Ministry facilitated the filling of these vacancies; and (c) if not, why not.
Mr Louis Ng Kok Kwang: To ask the Minister for Health (a) for the past eight years, what are the annual median and average lengths of service of foreign nurses in restructured hospitals; and (b) if the data is not available, whether there has been an increasing or decreasing trend in the lengths of service of foreign nurses.
Mr Louis Ng Kok Kwang: To ask the Minister for Health (a) what is the amount of Government expenditure each year to support the Care Ambassador positions filled by the Singapore Airlines Group; and (b) what are the sources of funds used.
Mr Louis Ng Kok Kwang: To ask the Minister for Transport (a) whether the Ministry is able to provide the estimated numbers of buses and bus drivers required to transport all workers in buses instead of lorries and, if so, what are they; (b) based on the required numbers and currently available resources, whether there is a shortfall; and (c) whether the Ministry is working with private bus operators to address this shortfall and, if so, what is the estimated timeline for this
Mr Louis Ng Kok Kwang: To ask the Minister for Education for each year in the past three years (a) how many students have been enrolled in the Enhanced School Resourcing programme set up by the Uplifting Pupils in Life and Inspiring Families Taskforce; and (b) what are the rates of improvement in school attendance by the enrolled students per year.
Mr Louis Ng Kok Kwang: To ask the Minister for National Development whether the Ministry will consider including Mandatory Treatment Order as part of the sentencing option for cases of animal cruelty and abuse.
